Project Background
Beaverhouse First Nation is developing our first Comprehensive Community Plan (CCP)!
This plan will guide our Nation’s future, and member involvement is key to making sure it reflects our values and priorities. Learn more about the project, what it means for our community, and how you can get involved below.
What is a CCP?
A Comprehensive Community Plan (CCP) is a long-term plan that guides community decision-making.Â
- Comprehensive means it looks at all areas of community service and development included in the planning wheel (see right).
- Community means it’s built by the community, for the community. Everyone has a role in shaping the plan.
- Plan means it provides clear direction for leadership, based on what members say is important for the future.
Why Develop a CCP and Why Now?
A CCP is a Nation’s highest-level planning document. It sets a long-term vision—looking 5 to 25 years ahead—and provides the foundation for how the Nation grows, develops, and supports its people. All other plans, strategies, and decisions should align with the CCP.
Why This Matters
Because the CCP sits at the top of the Nation’s planning system, it keeps every level of decision-making focused on shared goals—even as leadership changes. It creates consistency, improves coordination, and helps members see how their input shapes the future.
What are the Benefits?

The CCP reflects the values, voices, and priorities of members. - Guides Stronger, More Informed Decisions
Leadership can make transparent, long-term decisions that align with community goals. - Improves Access to Funding
A clear, coordinated plan shows unity and direction—making funding proposals stronger. - Aligns Departments and Services
The CCP helps departments work together more efficiently and avoid duplication. - Strengthens the Nation
By connecting all plans and priorities, the CCP supports Nation-Building and unified action.
CCP Process
The CCP is a grassroots plan shaped by the voices and vision of our members.
The process is inclusive and reflects the perspectives of all members—whether living within or outside the traditional territory. Everyone has a role to play. Elders, youth, families, and representatives from across the community bring valuable insights into what matters most.
Two Year Process
The CCP will be developed over two years.
- Year one focuses on listening and learning—bringing members together to build a shared vision for the future.
- In year two, we’ll turn what we’ve heard into a plan with clear goals and actions to guide BHFN’s growth. This includes planning for services, housing, lands, and future opportunities to support members now and in the future.

To make this plan a success, we need input from all members, about how you envision our Nation's future. We need your ideas to shape the CCP and guide our Nation’s future!
There will be many opportunities for all members—whether you live locally or far away—to participate and help shape the plan. Engagement will include both online and in-person events and activities.
